The Procurement Department is a centralized office supporting and providing assistance to Town personnel to acquire goods, services, and contracts, as necessary to conduct Town business. The Procurement Department also provides management and oversight of state and federal grants. 

The primary goal of the Procurement Department is to provide assistance and oversight with the process of procuring quality goods and services in a fair, competitive and transparent manner, by using objective standards for the selection of contractors and vendors, through fair, impartial and uniform bidding, contract development and awarding processes.

The Town of Dedham (Town), through its Planning Board, invites sealed proposals from qualified individuals or firms for:

ARCHITECTURAL PEER REVIEW SERVICES

Those interested in providing these professional services may submit a proposal to Jeremy Rosenberger, Planning Director, 450 Washington Street, Dedham, MA 02026.

All proposals are due on March 14, 2022 at 10 AM. Eight (8) bound copies, and one (1) electronic copy (on a flash drive) of the proposal must be submitted to Jeremy Rosenberger in the Planning & Zoning Department by this date and time. All submissions must be clearly labeled “TOWN OF DEDHAM PB ARCHITECTURAL PEER REVIEW” on the exterior of the envelope. A separate fee proposal must be received at the same time in a separate, sealed envelope marked “TOWN OF DEDHAM PB ARCHITECTURAL PEER REVIEW FEE PROPOSAL.” Late proposals will not be accepted. The Planning Board reserves the right to reject any or all proposals as it determines to be in the best interest of the Town.

Upon selection of the successful candidate, the Planning Board will make a recommendation to the Select Board who will in turn execute the contract.

Governing Procurement Laws

THE FOLLOWING MASSACHUSETTS GENERAL LAWS REGULATE PROCUREMENT ACTIVITIES:

  • c.30B - Supplies and Services, Real Property, Surplus Equipment
  • c.30,39m - Public Works Construction
  • c.149 - Building Construction
  • c.7C, §§44-57 - Design Services

THE FOLLOWING THRESHOLDS DICTATE THE TYPE OF PROCUREMENT THAT OCCURS:

  • Less than $10,000 - Sound Business Practices
  • $10,000 to $50,000 - Formal Quote Process
  • $50,000 or more - Sealed Bid (IFB) or Proposal Process (RFP)

The CPO may opt to employ a more restrictive and competitive process when they feel such a process is in the Town's best interest.
